Why in News

On September 18, 2026, at a ceremony in Bengaluru, Karnataka, Hindustan Aeronautics Limited (HAL) formally handed over:

  • 2 LCA Tejas FOC (Final Operational Clearance) Twin Seat Trainer aircraft to the Indian Air Force (IAF)
  • 3 HTT-40 (Hindustan Turbo Trainer-40) Basic Trainer aircraft to the IAF
  • 4 Dhruv NG (New Generation) Advanced Light Helicopters to Pawan Hans Limited (PHL)

The ceremony was attended by Defence Minister Rajnath Singh, Chief of the Air Staff Air Chief Marshal AP Singh, Secretary (Defence Production) Sanjeev Kumar, and Secretary, Ministry of Civil Aviation Samir Kumar Sinha. Defence Minister Rajnath Singh described the event as a "landmark achievement" in India's self-reliance journey in aerospace and defence manufacturing.

Background

India's defence aviation indigenisation programme gained momentum with the launch of the Light Combat Aircraft (LCA) Tejas programme in 1983 under the Aeronautical Development Agency (ADA). After decades of development, the LCA received Initial Operational Clearance (IOC) in 2013 and Final Operational Clearance (FOC) in 2019. The twin-seat trainer variant (FOC) entered production to meet IAF's requirement of a weapon-systems trainer that retains full combat capability.

The HTT-40 (Hindustan Turbo Trainer-40) fills a different need: a basic trainer for initial pilot training. India had long depended on the ageing HAL HPT-32 Deepak (piston-engine trainer, grounded for safety reasons in 2009) and the Swiss Pilatus PC-7 Mk II (imported). The HTT-40 is entirely indigenously designed by HAL to replace these, marking India's re-entry into the basic trainer aircraft segment after several decades.

Constitutional and Legal Framework

  • Entry 1, Union List (Seventh Schedule): Defence — exclusive Union subject; HAL and all defence manufacturing falls under Union authority.
  • Defence Production Policy, 2020 (DPP 2020): Sets a target of ₹1.75 lakh crore in defence production (₹35,000 crore exports) by 2025; prioritises indigenous design and development over imports.
  • Defence Acquisition Procedure (DAP), 2020: The procurement framework that prioritises "Make in India" categories (IC — Indigenously Designed, Developed and Manufactured; Buy Indian; Buy and Make Indian) over direct imports. HTT-40 qualifies as IC category.
  • Positive Indigenisation List (PIL): MoD has published four Positive Indigenisation Lists (totalling 509+ items) banning import of items that can be procured domestically — aircraft trainers and helicopter categories feature on these lists.

Institutional Framework

  • Hindustan Aeronautics Limited (HAL): Navratna CPSE under MoD; Asia's largest aerospace company by some metrics; manufactures LCA Tejas, HTT-40, ALH Dhruv, LCH Prachand, and licensed fighters (Su-30 MKI). Headquarters: Bengaluru.
  • Aeronautical Development Agency (ADA): DRDO laboratory that designed the LCA Tejas; HAL produces the aircraft under ADA's design. Under Ministry of Defence.
  • Indian Air Force (IAF): Operates the LCA Tejas and will train pilots on HTT-40.
  • Pawan Hans Limited (PHL): Navratna CPSE under Ministry of Civil Aviation; operates helicopters for the Oil & Natural Gas sector and remote area connectivity; receives the Dhruv NG helicopters.
  • Ministry of Civil Aviation: Administrative ministry for Pawan Hans; represented at the ceremony by Secretary Samir Kumar Sinha.

Economic Dimensions

HAL's order book as of 2026 exceeds ₹1 lakh crore, driven primarily by IAF orders for 83 LCA Tejas Mk1A fighters (₹48,000 crore contract signed 2021) and 156 LCA Mk2 fighters. The HTT-40 order comprises 70 aircraft for IAF. The Tejas and HTT-40 programmes collectively support over 500 MSMEs and Tier-2/3 suppliers across India's defence industrial base — a direct employment and income multiplier aligned with the Make in India initiative.

India's defence exports have grown from ₹1,941 crore (2014–15) to over ₹21,000 crore in 2023–24. The Dhruv NG delivery to Pawan Hans and HAL's export of ALH variants to Mauritius, Maldives, Nepal, and the Philippines (defence variant) demonstrates the dual-use (military + civil) export potential of HAL platforms. The four Dhruv NG helicopters delivered in this ceremony are for domestic civil use (Pawan Hans).

Science and Technology Dimensions

The LCA Tejas FOC represents the peak of India's aeronautical engineering capability: a 4.5-generation, delta-wing, unstable aerodynamic design controlled by a quadruplex fly-by-wire flight control system — first of its kind in India. Its glass cockpit, BVR (Beyond Visual Range) air-to-air missiles capability, and air-to-ground precision strike capability are comparable to contemporary global fighters.

The HTT-40 is India's first indigenously designed basic trainer since the HPT-32 Deepak (1977). It features a turboprop engine, pressurised tandem-seat cockpit, advanced avionics, and aerobatic capability — designed to prepare pilots for the transition to high-performance jets.

Challenges

  • HAL's delivery timelines for the LCA Mk1A (83 aircraft) have faced delays due to supply chain issues for the GE F404 engine (imported from the USA) — highlighting residual import dependence even in an indigenous programme.
  • The indigenous Kaveri engine (GTRE), originally designed for Tejas, has not yet achieved the required thrust levels; Tejas currently uses the US GE F404 engine.
  • IAF's overall squadron strength has fallen below the authorised 42 squadrons — the induction pace needs to accelerate significantly.

Government Initiatives

  • Atmanirbhar Bharat in Defence: ₹1.75 lakh crore production target by 2025; defence corridors in UP and Tamil Nadu.
  • iDEX (Innovations for Defence Excellence): Startup ecosystem for defence tech — several HTT-40 avionics components were sourced from iDEX-supported startups.
  • Defence Research and Development Organisation (DRDO) reforms: 25% of DRDO budget earmarked for private sector R&D.
  • PM RESOLVE (Raksha Udyog Samvardhan) scheme: Technology upgradation grants for MSMEs in the defence supply chain.

FAQ

What is the difference between LCA Tejas IOC and FOC?
Initial Operational Clearance (IOC) was granted in 2013, certifying the aircraft for limited combat operations. Final Operational Clearance (FOC) was granted in 2019, certifying the aircraft for all its designed roles including BVR air-to-air combat and air-to-ground precision strike with the full weapons suite. The FOC Twin Seat variant is the trainer version combining full FOC capability with a second cockpit for the instructor.
What is HAL's Navratna status?
Navratna is a category of Central Public Sector Enterprises granted enhanced financial and operational autonomy by the Government. HAL was accorded Navratna status, enabling its Board to approve investment decisions up to ₹1,000 crore without government approval. There are currently 25 Navratna CPSEs. HAL also holds the distinction of being India's largest defence PSU.
