Why this topic matters

Drinking water sits at the intersection of three examinable themes: welfare delivery (GS2), federalism (water is a State subject), and sustainability (groundwater depletion). Jal Jeevan Mission is the largest rural drinking-water programme India has attempted, which makes it a natural vehicle for questions on scheme design, centre-state financing, and the gap between announcing a target and delivering a service.

The single most useful idea to carry from this note is the distinction between coverage and functionality — it is where most analytical questions on JJM are set.

What Jal Jeevan Mission is

Jal Jeevan Mission (JJM) was launched on 15 August 2019 with the objective of providing a Functional Household Tap Connection (FHTC) to every rural household — the mission is popularly framed as "Har Ghar Jal".

It is implemented by the Department of Drinking Water and Sanitation (DDWS) under the Ministry of Jal Shakti. JJM restructured and subsumed the earlier National Rural Drinking Water Programme (NRDWP), and the shift is itself significant: NRDWP measured progress by habitations covered, whereas JJM measures it by individual household connections that actually work.

The service standard

A connection counts as "functional" only if it delivers:

  • 55 litres per capita per day (lpcd) of water,
  • of prescribed quality — the benchmark is BIS 10500, the Indian Standard for drinking water,
  • on a regular and long-term basis.

This definition is the heart of the scheme. A tap that exists but runs dry, or delivers contaminated water, is not a delivered outcome.

Constitutional and institutional context

This is the part candidates most often skip, and it is where GS2 marks are available.

  • Water is a State subject — Entry 17, List II (State List) of the Seventh Schedule. The Union's role is therefore one of financing and standard-setting, not direct provision.
  • Entry 56, List I gives Parliament power over regulation and development of inter-State rivers and river valleys in the public interest.
  • The 73rd Constitutional Amendment placed drinking water in the Eleventh Schedule (Entry 11), making it a subject that may be devolved to Panchayati Raj Institutions.

JJM is thus a centrally sponsored scheme operating in a State domain, delivered through local bodies — a textbook example of cooperative federalism in scheme design, and equally a textbook source of implementation friction.

Funding pattern

The Centre–State sharing ratio varies by category:

A share of capital cost is also expected as community contribution, with a lower share for hilly, forested and predominantly SC/ST villages. Implementation architecture

JJM deliberately pushes delivery downward rather than running it from Delhi:

  • National Jal Jeevan Mission (NJJM) — apex body at the Union level.
  • State Water and Sanitation Mission (SWSM) — State-level planning and approval.
  • District Water and Sanitation Mission (DWSM) — district coordination.
  • Village Water and Sanitation Committee (VWSC) / Pani Samiti — a sub-committee of the Gram Panchayat, responsible for planning, implementation, operation and maintenance of the in-village water supply system.

The design intent is that the village institution owns the asset. This matters because the historical failure mode of rural water schemes in India has not been construction — it has been operation and maintenance after the contractor leaves.

Two supporting features are worth remembering:

  • Water quality testing is decentralised, with village-level testing kits and trained women (often five per village) empowered to test samples.
  • Village Action Plans (VAPs) are prepared locally, covering source strengthening, greywater management and O&M.

JJM (Urban) — do not confuse the two

JJM (Urban) was announced in the Union Budget 2021–22 and is a separate mission:

  • administered by the Ministry of Housing and Urban Affairs (MoHUA), not Jal Shakti,
  • aligned with AMRUT 2.0,
  • aimed at universal coverage of water supply in statutory towns through functional taps, plus sewerage/septage coverage in AMRUT cities.

Mixing up the two ministries is a common and easily avoided error.

The coverage–functionality gap

This is the analytical core of the topic.

Reporting a household as "covered" records that a tap connection has been provided. Whether that tap delivers 55 lpcd of BIS-compliant water every day depends on conditions the connection itself does not guarantee:

  1. Source sustainability. A tap connected to a depleting aquifer is a tap on borrowed time. Roughly the bulk of rural drinking water in India is groundwater-dependent, and extraction in large parts of the north-west already exceeds recharge.
  2. Water quality. Geogenic contamination — arsenic in the Gangetic plains, fluoride across parts of Rajasthan, Gujarat, Andhra Pradesh and Telangana, plus salinity and iron — means a functioning tap can still deliver unsafe water.
  3. Operation and maintenance. Recurring costs of electricity, repairs, chlorination and staff fall on Gram Panchayats whose own revenue base is typically thin.
  4. Greywater management. Piped supply increases wastewater volumes. Without drainage, villages trade a water-scarcity problem for a stagnation and vector-borne-disease problem.

A strong Mains answer treats JJM as a service-delivery problem rather than an infrastructure problem.

Convergence with other schemes

JJM is designed to be read alongside:

  • Atal Bhujal Yojana — community-led groundwater management in water-stressed blocks.
  • Swachh Bharat Mission (Grameen) Phase II — ODF-Plus, including greywater and solid waste management.
  • MGNREGA — labour for source strengthening, recharge structures and water conservation works.
  • National Water Mission — one of the eight missions under the NAPCC, with water-use efficiency as a core goal.
  • Catch the Rain campaign — rainwater harvesting and source augmentation.

Convergence is not decorative here: JJM's own sustainability depends on the recharge and conservation work delivered by these other programmes.

Significance

  • Public health. Safe piped water reduces the burden of diarrhoeal disease and water-borne infection, with direct effects on child nutrition and stunting outcomes.
  • Gender. Water collection is disproportionately women's unpaid labour. A household connection returns time otherwise spent walking to a source — a measurable dividend in time-use terms.
  • SDG linkage. JJM is India's principal instrument for SDG 6 (clean water and sanitation), specifically target 6.1 on universal and equitable access to safe drinking water.
  • Federal practice. It is a live case study of the Union financing an outcome in a State subject while devolving execution to Panchayats.

Criticisms and the balanced view

  • Progress is reported through a self-declared dashboard, and independent verification of functionality — as opposed to connection counts — has been raised as a concern.
  • Source sustainability was arguably under-weighted relative to pipe-laying in the mission's early phase.
  • O&M financing beyond the mission period remains the unresolved question: assets created now require recurring revenue that many Gram Panchayats do not raise.
  • Progress has been uneven across States, reflecting differences in administrative capacity rather than funding alone.

None of this negates the scale of the achievement; a good answer acknowledges both the delivery and the durability question.
