NITI Aayog's work is organised around two hubs. The Team India Hub carries out the mandate of fostering cooperative federalism and designing policy and programme frameworks, providing coordination and support for NITI Aayog's engagement with states. The Knowledge and Innovation Hub maintains a resource centre and a repository of research on good governance, and encourages partnerships with universities, colleges, think tanks, and non-governmental organisations. Overall, NITI Aayog's functions are grouped under four heads: policy and programme framework; cooperative and competitive federalism; monitoring and evaluation; and functioning as a think tank and knowledge and innovation hub. NILERD and DMEO give NITI Aayog dedicated institutional capacity for the research and the monitoring-and-evaluation strands of this mandate.

National Institute of Labour Economics Research and Development (NILERD)

NILERD is a central autonomous organisation functioning under NITI Aayog. It was formerly known as the Institute of Applied Manpower Research (IAMR). Its primary objectives are research, data collection, and education and training in aspects of human capital planning.
